An Underwater Ledge Hop without gravity suit is done by grabbing the ledge, then holding away from the ledge and pressing jump. Since Samus' speed underwater is greatly nerfed it is faster to do this in any situation involving an underwater ledge that must be grabbed. This also applies to any ledge that leads into a 1 tile high tunnel.

A Ledge Hop is done by pressing jump as you grab a ledge which results in a jump from that ledge rather than the standard slow climb animation. If you must grab a ledge this is generally the fastest way to keep moving after grabbing it.

While doing any underwater ledge hop make sure you jump high enough to avoid mantling the ledge, otherwise you will not save any time with it.
